Scout>Source | MOI is provided by NORSE23 Solutions ("we", "us"). By creating an account or continuing to use the service you agree to these terms, and you are contracting with NORSE23 Solutions.

The service

Scout>Source | MOI gathers public procurement notices from government and agency sources, helps you search and rank them, and lets you save and track opportunities. Tender information comes from third-party publishers; always confirm details on the original notice before bidding.

Your account

You must be of legal age and, if using Scout>Source | MOI for an organisation, have authority to bind it. Keep your login details confidential and your information accurate. You are responsible for activity under your account.

Acceptable use

• No unlawful use, fraud or spam.
• No infringement of anyone's intellectual property.
• No interfering with security: no malware, probing, bulk scraping, reverse engineering or circumventing limits.
• No reselling or redistributing the service.

Intellectual property

We own the service, its software, documentation and branding. We grant you a limited, non-exclusive, non-transferable right to use it under your plan.

AI features

The AI Tender Scout and help assistant suggest search terms and guidance. Their output may be inaccurate; you are responsible for what you type in and how you use the results.

Payments and subscriptions

New accounts receive a 48-hour free trial. Subscriptions renew automatically monthly or yearly until cancelled. Our order process is conducted by our online reseller Paddle.com. Paddle.com is the Merchant of Record for all our orders. Paddle provides all customer service inquiries and handles returns. Payment, billing, tax, cancellation and refund terms are set out in Paddle's Buyer Terms.

Accuracy, completeness and reliance

Scout>Source | MOI is a discovery and intelligence aid, not a complete register of every tender. Notices are imported from third-party government, agency and portal feeds, and those feeds can change, pause or lag without notice. We do not guarantee that:

• search returns or feed updates will capture every available tender or opportunity;
• no relevant notice will be omitted, delayed or shown out of date; or
• descriptions, closing dates, budgets, contact details or documentation supplied by publishers are error-free, complete or current.

Before you bid or make any commercial decision, you must check the official notice on the publishing buyer's own portal and rely on that, not on what you see here. Relevance scores, keyword matches and AI suggestions are aids to help you prioritise your own research. They are not procurement advice, and they are not a warranty that a tender is, or is not, suitable for you.

Service level

We do not guarantee the service will be uninterrupted, error-free or that any source will always be available. To the fullest extent permitted by law we disclaim implied warranties, and we accept no liability for any loss of earnings, profit, revenue or business, for missed tender deadlines, failed or disqualified bids, or for lost contract opportunities, arising out of your use of, or inability to use, the service or your reliance on any data, search results or scores shown in it. Our total liability is capped at the fees you paid in the previous 12 months. Nothing limits liability for fraud, death or personal injury where the law does not allow it.

Suspension and termination

We may suspend or end access for material breach, non-payment, security or fraud risk, or repeated or serious policy violations. When access ends you may ask us to export or delete your data within 30 days.
